I've used both the WD EARS and Samsung F3 series. By default the WD
drives will spin down after 8 seconds which make them useless for RAID
but that can be disabled using a Windows utility, wdidle3.exe. Even
then the random access performance is very poor.

The Samsung F3 drives are also "green" but they don't ship with power
management enabled. The performance is really good - 115MB/s write and
155MB/s read. You'll only have problems if you enable APM in which case
the drives go into idle/standby mode after just a few seconds of not
having any IO requests.
