Apparently the Joliet extensions are so called because they were developed
at the same time as Windows 95, which was code-named "Chicago" - Joliet is
a city in Illinois close to Chicago[1].

Joliet is home to the prison that Jake is released from at the beginning of
"The Blues Brothers" movie :-)

If you believe Wikipedia[2], the city was named after one Louis Jolliet, so
I guess there was a Monsieur Joliet.
