Bind9 has stored it's settings in /etc instead of /usr/local/etc

After a quick bit of 'ls', thats actually how the supplied bind is setup
on the system. In this case the port is replacing a system supplied bit of
code and is thus is installing it in the same place. It's obeying the
usual rule of 'stuff which didnt come withn the OS in /usr/local', but
in the reverse sense to a normal port.
