dummynet question

Hello all,
I'm currently using Dummynet (configured from FreeBSD
5.4). I have a broblem when using it: I'm using
Dummynet and iperf to test throughput of TCP NewReno,
when i configure as follow:
ipfw add pipe 1 ip from any to any
ipfw pipe 1 config bw 100Mbit/s
-> throughput: 47.3 Mbit/s (why just as nearly half of
100Mbit/s ??)
ipfw pipe 1 config bw 0Mbit/s (no limit bw)
-> throughput: 94.2Mbit/s

My network model: PC - Dummynet - PC 
                  all use 100Mbit ethenet card

Any help is greatly appreciated!
