users. Dialup user send request to proxy. Proxy surf pages in Internet and
send response to user. But this response must be compressed.

         Have you looked at running Squid in httpd-accelerator mode?
Basically it's just a reverse proxy with the rest of the internet setup as
per a local network. Of course the squid examples would have to be altered
as they're to show how to accelerate your internal web servers to the
outside world. 
Commercially there used to be some software from SpiderCache that did this,
they were taken over by someone who's name escapes me at the moment but I'm
sure a quick google could track them down.
