Open Source IT Systems?

To summarise, the government (IBM actually) are running "proof of
concept" trials to see how open source software (OSS) stacks up against
proprietary software.

Now, how many people think OSS will actually translate as LINUX?

And how much is this really to do with buying IBM kit?
