php + sql search

I'm not an SQL/db expert, but I believe if you want to be able to do
free text search (I think is the right term?) then you would have to
use some non-standard database add-on.  Oracle has context (v8) and
intermedia (v9) for more complex searching functionality AIUI.

I think it basically indexes part of your database and then provides
functionality in SQL to perform more flexible searching.
