rndc: connection failed

The BIND9 name server control utility uses a configurable authenticated
connection to talk to named.

The error implies that either named is not running, or the rndc config
is wrong and thus can't connect to named.

Check for an /etc/rndc.conf and key statements in the /etc/named.conf,
a minimal configuration can also just make use of an /etc/rndc.key on
its own.
