unfortunately the environment in which I'm working does not allow me to 
dictate the use of ssh instead of telnet.

however, your suggestion lead me to find out that telnet has an rc file, 
and hey presto a solution.  in my .telnetrc file :

DEFAULT environ define TERM xterm
