That wasn't the primary reason for why it's taken so long.

The driver support of X3 and X4 is very different. When X4 came out it
didn't work on a lot of cards that were supported by X3 so it wasn't
felt that switching would be sensible since a lot of users would find
themselves without X support.

That's changed now though since X4 supports a lot of newer cards that X3
doesn't and enough time has passed now that more users have the newer
cards than the older cards.
