I think that the access file is for anti-spamming stuff too.

See here:

genius% grep relay-domains /etc/mail/*
/etc/mail/sendmail.cf:FR-o /etc/mail/relay-domains

Create the file and populate it with a list of domains that you want to
give relay access to.  (You probably can do without the access file.)
