GNATS and uids

I'm using the the submit-pr.cgi script to give a front end to an internal=
 GNATS server that
I'm setting up.  The cgi script calls file-pr directly, which attempts to=
 create a lock file in
the directory /usr/local/share/gnats/gnats-db/gnats-adm/.  Since the cgi =
script is run
with a uid of nobody, this will always fail.

I notice that the FreeBSD web site calls a script called dosendpr.cgi whe=
n you submit
a PR, does this work around the permission problems?  I can't find a copy=
 of it anywhere.

Any clues?
