ftp.releng4.freebsd.org isn't a valid server.

If you're wanting FTP you could try ftp://ftp.uk.freebsd.org/pub/FreeBSD
If you're wanting a cvsup server to syncronise your source to you can
use: cvsup.uk.freebsd.org.
