EntaNET (http://www.enta.net) do no-nat installations and in my
experience 
have a much more stable network than others I've encountered - we have
the 
2Mb no-nat ADSL through them and are more than happy to recommend them.

I use Demon's; their network is vaguelly stable at the moment. 
If you want non-nat I think your choice is limited to Demon or 
Easynet.
