Remember that the distance is only a guideline to whether or not
you'll likely be able to get ADSL service.  They may use the
distance measurement to decide whether or not it's worth doing
a survey, if there's so no theoretical way it could possibly
work over a certain limit.

The actual test of whether or not it works will be the amount of
loss on the line between the exchange and the customer site.

You could be within those distances and have too much loss (for
instance if BT have used crappy aluminium cable along the route).
