Timezones.

I think this is related to some testing i was doing on friday with
timezones, ntpdate and ntpd.  It all seems to have settled down over the
weekend and the timezones are now all working correctly.  I've used all of
your responses and I have checked out the time zone setup, everything looks
good.  In the process I've learnt a thing or two as well :-)
