Sounds more like system sources than ports.  Could you paste the supfile
you used here, or compare with mine below:

*default host=3Dcvsup2.uk.FreeBSD.org
*default base=3D/usr
*default prefix=3D/usr
*default release=3Dcvs tag=3D.
*default delete use-rel-suffix
*default compress

ports-all
