I think it's a unix netscape bug with nested framesets/frames where one of
the nested frames has an empty body. e.g. the following will generate the
dialog you mention using the communicator-bsdi-4.73 netscape port:

<frameset FRAMEBORDER=0 BORDER=0 FRAMESPACING=0 cols="126,594">
  <frame marginheight=0 marginwidth=0 src="line.html">
  <frameset FRAMEBORDER=0 BORDER=0 FRAMESPACING=0 rows="107,*">
    <frame marginheight=0 marginwidth=0 src="line.html">
    <frameset FRAMEBORDER=0 BORDER=0 FRAMESPACING=0 rows="18,*,18">
      <frame marginheight=0 marginwidth=0 src="null.html">
      <frame marginheight=0 marginwidth=0 src="line.html">
    </frameset>
  </frameset>
</frameset>

change the:

	"null.html" contains "<body></body>"

to:

	"line.html" contains "<body><hr></body>"

and no dialog appears.
