squid

hihi,
      i have encountered some problems like statements
stating 'commBind : cannot bind socket FD 36 to *3128
: (48)Address already in use. Cannot open HTTP port.
Furthermore i did not start squid yet it auto run on
its own. Where does the problem lies???? Could it be
the squid.conf file???
